Each Shire has a ‘Muster Captain’ who inspects and controlls the trainedbands in their territory. Captains are a key part of the halfling commandstructure. While the goal of halfling leaders is to defend and protect, avoidingconflict where possible, it is the duty of these same leaders to bring the fullforce of halfling savagery to the enemy if pushed too far.
